Essa solução é para MAC, mas acredito que algo semelhante deva funcionar para o Steam Windows. Agora vai a solução que funcionou no meu caso: Vá em <user>/Library/Application Support/Steam, i deleted "userdata" and registry.vdf Agora apague/renomeie a pasta   "userdata"   e   registry.vdf .  Meu problema foi resolvido apenas renomeando a pasta "userdata". Assim que iniciei o app Steam, outra pasta foi criada e então consegui ficar online novamente. Se você deletar/renomear "registry.vdf" vai ter que colocar seu login/senha novamente ao abrir o Steam.
